The National Employment and Training Institute (NETI) advances the employment and training profession through research, education, and advocacy. NETI was founded by Dr. Justin Arnold. He is a Director of a local workforce board, member of a state workforce board, and President of the Illinois Workforce Association.
Dr. Arnold's book Workforce Development is now available on Amazon. It is a comprehensive guidebook for the federally funded, locally operated workforce development system. He is currently working on a five-volume Employment and Training Series, coming April 2027.
To advance the profession, Dr. Arnold is involved with several national organizations. He represents Illinois in the United States Workforce Association, serves on the National Career Development Association's Training and Education Council, and is on the Board of Directors for the National Association of Workforce Boards.

The Workforce Behind the Work
Dr. Arnold represents Illinois as part of the United States Workforce Associations (USWA). The USWA is a coalition of state workforce development associations working together to advance workforce policy, strengthen workforce systems, and promote economic opportunity across the nation.
