NETI

The National Employment and Training Institute (NETI) advances workforce development through education, leadership, and the sharing of practical knowledge. Whether you are new to the workforce system or an experienced professional, NETI exists to help you better understand the workforce system, think strategically, and become a more effective leader. Here you'll find a book, online course, and other resources to support your professional growth and strengthen the communities you serve.

NETI was founded by Dr. Justin Arnold, Director of a local workforce board, a member of a state workforce board, and President of the Illinois Workforce Association. Drawing on experience as a practitioner, educator, and researcher, Dr. Arnold established NETI to bridge theory and practice through practical, evidence-based workforce education. NETI's resources include a comprehensive guidebook and a supplementary online course designed to help elected officials, workforce board members, employers, program staff, and community partners understand the workforce system, think strategically, and lead with confidence.

Book

Workforce development begins with jobs, but its broader purpose is to unlock human potential and expand economic opportunity. Workforce Development is a practical and forward-looking guidebook that presents the field as a knowledge-driven profession focused on increasing the productivity of workers and employers and enhancing a nation’s comparative advantage.

Dr. Justin Arnold takes readers inside the nation’s workforce development system to show how federal policy, state planning, and community partnerships connect people to in-demand careers in growing regional industries. Through a five-part framework focused on public investments, workforce boards, employment centers, job training, and resource partners, the book explains how workforce systems operate and how leaders can mobilize them to respond to changing economic conditions and labor market needs.
